Actually, some Titans do (or at least did) have heavier armor than 14. Basically you had to combine weapons fire from multiple sources. The heaviest armor I know of ever was the 30 front hull (each segment could be targeted seperatly) on the old Baneblade.

So, Apocalypse, 8000pts aside. The Imperials take a pair of baneblades and prepare to roll out in style.

Turn 1- The orks rush forward into the Imperial flank. The baneblades open fire and fail to stop the orkish advance. In the assault phase, a big mek with a vortex grenade sucks the tank into the warp in one throw. There was some consolation when another big mek with shokk attack gun teleported himself into CC with the second baneblade and was beaten up by a chaplain.

The battle rages. Then,

Turn 4- Three killa kans charge the rear of the second baneblade after flank marching in. The baneblade explodes (of course) and kills about 30 men and seven tanks. Game over.

Yet another ArchDuke Apocolypse Report-

My 1500 points of Templar get flanked by the massive Dark Eldar horde (who knew there were still Dark Eldar players?), and fail to do anything well except die. However, my freakishly accurate Orbital Strikes were able to kill half a squad of Tzeentch marines, a defiler, and all of the DE holding an objective. Marines win!
